We dream of creating a happy Jeju where the life of each and every resident comes together-
This is the Jeju Special Self-Governing Provincial Council, where the dreams of residents come true.
Renewing the values of democracy: A people-centered council for public welfare
“Distinguished residents of Jeju, The 12th Jeju Special Self-Governing Provincial Council will put the will of the people and the lives of the people first in its activities. We will represent the will of the people properly and lead innovation that changes the lives of the people closest to it. We will be a council that thinks first, acts first, and takes responsibility first. We will always be with you through people-centered activities for public welfare.
The Jeju Special Self-Governing Provincial Council has grown through the trust and support of our residents.
The first provincial council began serving in 1952.
After forced dissolution in 1961 due to suspension of local autonomy,
it has been pioneering with full-fledged local autonomy since 1991.
Becoming the first special self-governing provincial council in the nation in 2006, it has grown alongside grassroots democracy in Korea.
In July 2022, the 12th Jeju Special Self-Governing Provincial Council was inaugurated, and its forty-five members are currently fulfilling their duties and bringing local autonomy into a new era.
The Council checks and monitors the executive branch and enacts necessary ordinances.
To do so, the Council exercises its authority to deliberate and vote to autonomously make decisions for the community, and exercises its authority to audit and investigate administrative affairs to ensure that the council is relevant and aware.
And now, The 12th Jeju Special Self-Governing Provincial Council, which was newly inaugurated in July 2024 for the second half of its service,
Will, through a variety of standing and special committees, represent the voices of residents
under the slogan of “Renewing the values of democracy: a people-centered council for public welfare.”
The Council Operations Committee, centered on the Standing Committee Chairperson and the party representative, discusses and resolves matters related to overall operation of the Council.
The Administrative & Autonomy Committee reviews and coordinates major policies related to the administration and autonomy of Jeju.
The Health, Welfare & Safety Committee supports the establishment of a welfare and social safety net to improve the quality of life for Jeju residents.
The Environment & Urban Affairs Committee conducts research and develops environmental and urban policies for Jeju's future generations.
The Culture, Tourism & Sports Committee enriches the lives of Jeju residents through the development of culture, tourism and sports.
The Agriculture, Fisheries & Livestock Economy Committee researches and supports the sustainable development of agriculture, fisheries, livestock and other sectors of the economy.
The Education Committee studies the direction of education to foster independence and professionalism in Jeju’s education.
The seven standing committees handle a variety of issues for the residents.
The Special Committee on Budget & Appropriation reviews the budgets submitted by the governor and superintendent to ensure that the money is spent productively and efficiently.
The Special Committee on Ethics weighs in on ethical issues related to council members.
The 4/3 Special Committee works to uncover the truth of the April 3rd Jeju Uprising to set the record straight and institutionalize current issues.
The Special Committee on Livelihood & Economic Stability identifies effective policies to stimulate livelihoods and the economy.
And the Special Committee against Low Birthrates & Aging examines the current status of and policies on low birthrates and aging in the province and prepares policy alternatives.
The five special committees are actively engaged in their respective sectors.
Renewing the Values of Democracy! The 12th Jeju Special Self-Governing Province Assembly, which aims to be a people-centered council for public welfare,
will continue to actively reflect your needs and opinions in policy.
We will thoroughly monitor budget executions and policy promotion processes and strengthen the professionalism of the council members to create a council with the competence needed today.
We will also seek more efficient and effective solutions and discover policies and systems needed by the changing times.
The 12th Jeju Special Self-Governing Provincial Council, in its second half,
will continue to work hard for the people of Jeju and become more aware of what people need.
각자의 전문성을 바탕으로 Our council members, who use their expertise to study policies in a variety of fields, seek to reflect your views when making decisions.
Through local visits to resolve local problems, they communicate with you and seek practical solutions.
They also actively reflect your opinions through communication with you. In these ways, the Council is resolving a variety of problems in local communities and improving resident quality of life.
We maintain Jeju’s financial soundness by closely reviewing our own budgets and those of the Provincial Office of Education and thoroughly monitoring budget executions.
We also thoroughly review and scrutinize the budgets of executive agencies to ensure that residents' taxes are used responsibly.
We discuss and seek solutions to a variety of topics, including protecting the environment, revitalizing the economy, and establishing a social safety net.
Towards becoming a more communicative council,
we livestream the plenary and standing committee meetings in real time and make public the minutes of meetings to ensure transparent parliamentary activities. In addition, we inform residents of our various activities through social media, and newsletters, such as “Quarterly Dream Jeju” and “Monthly Residents' Square.” We also endeavor to forge exchange and cooperation networks with major cities and countries both at home and abroad. For Jeju, now is the time when a renewed understanding of the value of democracy and its social diffusion are needed. The 12th Jeju Special Self-Governing Provincial Council is committed to a better future for Jeju, communication with residents and their participation. We will remember to “Be a council that recognizes the masters are the people” and we pledge to engage in activities that make us aware of the lives lived by the people of Jeju.
We have been working hard for 72 years so that every Jeju resident can enjoy a better life.
We will make your voices heard and sincerely respond to even your smallest opinions. We will continue to keep the people of Jeju at the center and do our best for your happiness and the development of your Jeju. |
