Convene & Session
- The Local Council has less than 60 days of regular sessions and less than 20 days of special sessions, including two sessions in a year and the total number of conference can't exceed 130 days including regular and special sessions.
- Regular sessions are held twice a year:
- the first is held on June 15 each year (except for in a general election year, when they may be held separately during Sep. and Oct. by Council's voting)
- the second is held on Nov. 15. If the day is a holiday, it should be held on the next day.
- Special sessions may be held by the request of a governor or more than one-third among active Members (must notice 7 days before convening). Opening, recess, closing and sessions should be by Council's voting.
