The Main Conference may open with an attendance of more than one-third among active Members and be resolved by a majority vote, with a majority attended except where covered by regulations in local laws. The Main Conference decides Council's proceedings. In the conference hall, Members need the approval of the Chairperson before speaking, and may not do so for in excess of 20 minutes, while speeches on inquiry/supplement/proceedings may not exceed 10 minutes.
The Committee may be opened when the chief approves it as necessary or when more than one-third of active Members vote for it. However, during a closed session, it may open only with the conference's voting, with the chief's approval at the request of more than one-third of active Members or the governor.
The Committee opens in attendance of more than one-third active Members and resolves by a majority vote with the majority of those in attendance. When a bill is evaluated, it needs proposer's explanation on purpose and a review report by specialized committeeman for later debate. The number and time of speech of a member in the hall is limitless but requires the approval of the chief.
