Whereas, the Jeju Special Self-Governing Provincial Council passed the Municipal Ordinance on Subsidization of Educational Expenses to Students of Families with Multiple Children at the 2nd plenary meeting of the 295th special session on June 27, 2012;

Therefore, the Municipal Ordinance on Subsidization of Educational Expenses to Students of Families with Multiple Children is hereby promulgated.

Article 1 (Purpose)

The purpose of this Municipal Ordinance is to prescribe matters necessary for the subsidization of educational expenses to students of families with multiple children by the Jeju Special Self-Governing Provincial Office of Education in order to relieve economic burdens of education for families with multiple children and to follow the policy encouraging childbirth.

Article 2 (Definitions)

The terms used in this Municipal Ordinance shall be defined as follows:

1. The term "student of a family with multiple children" means a student who is the third or later child of a family of not less than three children by birth or adoption;

2. The term "educational expenses" means expenses needed for school activities and entry into school, such as tuition, entrance fees, expenses borne by beneficiary, expenses for purchase of school supplies in preparation for entry to school;

3. The term "beneficiary's apportionment of costs" means costs borne by students' parents after deliberation by the school operation committee in addition to tuition and entrance fees.

Article 3 (Responsibilities of Superintendent of the office of Education)

The superintendent of the office of education shall endeavor to actively explore and promote measures in conformity with the social and economic conditions in order to reduce the economic burdens of eduction borne by families with multiple children.

Article 4 (Governor's Subsidization)

The Jeju Special Self-Governing Province Governor may subsidize expenses necessary for the education of students of families with multiple children within budgetary limits.

Article 5 (Extent of Students Eligible for Support)

This Municipal Ordinance shall apply to a student from a family with multiple children who attends a school under Article 2 of the Elementary and Secondary Education Act under the jurisdiction of the superintendent of the office of education.

Article 6 (Subsidization of Educational Expenses)

(1) The superintendent of the office of education may subsidize all or some of the following educational expenses:

1. Tuition and entrance fees;

2. Beneficiary's apportionment of costs;

3. Expenses for the purchase of school supplies in preparation for entry into school, such as expenses for the purchase of school uniform, etc.;

4. Other expenses recognized as necessary by the superintendent of the office of education.

(2) Where educational expenses pursuant to paragraph (1) are subsidized for a student as prescribed by other Acts and subordinate statutes, etc., limited support may be given to him/her or he/she may be disentitled to subsidization.

Article 7 (Support Plans, etc.)

(1) When the superintendent of the office of education intends to perform a support project under Article 6, he/she shall formulate and implement a plan for the subsidization of educational expenses to students of families with multiple children (hereinafter referred to as "support plan") including students eligible for subsidization of educational expenses and items of support.

(2) When a support plan pursuant to paragraph (1) is formulated, it shall be determined by the superintendent of the office of education after deliberation by the deliberative committee for financial planning for local education and public announcement of financial affairs of Jeju Special Self-Governing Province.

Article 8 (Amount of Support)

The sources of revenue needed for subsidization pursuant to Article 6 shall be determined by the superintendent of the office of education within budgetary limits.

Article 9 (Suspension of Subsidization of Educational Expenses)

In any of the following cases, the superintendent of the office of education shall suspend the subsidization of educational expenses:

1. Where a student is provided with subsidy by deceit or fraudulent methods;

2. Where a student is ineligible for support due to changes in his/her status.

Article 10 (Redemption of Educational Expenses)

If educational expenses have been provided to a student by deceit or fraudulent methods, all or some of the supported educational expenses shall be redeemed.

Article 11 (Operational Bylaws)

Detailed matters concerning the subsidization of educational expenses, other than those prescribed by this Municipal Ordinance shall be determined by the superintendent of the office of education.

ADDENDUM

This Municipal Ordinance shall enter into force on the date of its promulgation.
