Bill Processing Procedure
The motion of a bill is brought by a governor or a countersignature of more than one-fifth active of Members or more than 10 Members. Once proposed, a bill should not be discarded for the reason of failing a vote during session (except when the Members' term expired) and, once rejected, a bill should not be tabled as a motion or submitted during the same session.
The bill should include the legal basis, the signatures of a proposer and assentors, the reason for its being proposed and its main content, with provision comparison (for ordinance), and it should be submitted to the Chairperson.
The Standing Committee reviews the proposer's explanation of purpose, with specialized member's conducting reports, inquiries, debates, and an article-by-article discussions in order to vote and then distribute the bill at the conference.
The bill distributed to the conference should proceed by a review report by the chief of the Standing Committee and then a vote after an inquiry and debate.
